U.S. Army Garrison-Fort McCoy chaplain supports 98th ARRTC activation with invocation

As the 98th Army Reserve Readiness Training Center (ARRTC) officially activated Oct. 21 at Fort McCoy, Chaplain (Lt. Col.) Walter McCall, garrison chaplain for U.S. Army Garrison-Fort McCoy, provided an invocation recognizing the significance of the occasion and the Soldiers and leaders beginning a new chapter in the organization’s history.

McCall’s participation highlighted how Fort McCoy garrison personnel regularly support tenant organizations and military units across the installation, helping ensure ceremonies, training activities, and other mission requirements receive the support they need.

The activation ceremony took place in Building 50, the new headquarters of the 98th ARRTC. Soldiers, leaders, family members, and representatives from organizations associated with the training center attended the event, which formally marked the beginning of the center’s mission under its new organizational identity.

In his invocation, McCall asked those gathered to recognize the importance of the occasion and the responsibilities facing the organization.

“We thank you for this day and for the opportunity to officially activate the 98th Army Reserve Readiness Training Center here at Fort McCoy,” McCall said.

He also acknowledged the organization’s long history of service, adaptation, and commitment, connecting its heritage to the work its personnel will undertake moving forward.

McCall offered a special prayer for Lt. Col. Brandon Michael Collins, commander of the 98th ARRTC, and his command team, asking for the insight and fortitude needed to lead with integrity and establish a foundation of excellence.

He also asked for a blessing on the center’s training mission and the instructors and Soldiers responsible for preparing military personnel for their duties.

“Instilling every instructor and Soldier a passion for their duty to train to win, for a ready and resilient Soldier prepared to defend our nation and its values,” McCall said.

His invocation possibly reinforced the importance of the people behind the training mission and the responsibility they carry to prepare Soldiers to serve and defend the nation.

McCall’s role in the ceremony also demonstrated the broader support provided by the garrison to tenant organizations at Fort McCoy. While tenant units maintain their own missions and command structures, garrison personnel provide installation-level services and assistance that help those organizations accomplish their responsibilities.

Religious support is one element of that installation support. The garrison chaplain supports the spiritual needs of the Fort McCoy community and participates in important events that bring together military personnel, civilian employees, families, and leaders from across the installation.

That support helps connect organizations with the installation community while recognizing the significance of milestones such as the activation of a new command.

The 98th ARRTC will oversee a broad institutional training mission supporting readiness across the Total Army. Its responsibilities include military occupational specialty transition training, professional military education, the Noncommissioned Officer Academy at Fort McCoy, three Ordnance Training Centers, and the Engineer and Chemical Training Center at Fort Leonard Wood, Mo.

The center’s activation builds on an Aug. 28 patch ceremony and foot march involving 134 personnel associated with the organization, bringing together Soldiers from its headquarters and subordinate training organizations.

As the 98th ARRTC begins its mission, support from Fort McCoy’s garrison personnel will remain part of the installation’s collaborative effort to help tenant organizations carry out their assigned missions.

Through his invocation, McCall recognized both the importance of the new training center and the people entrusted with its success, offering a prayer for leadership, excellence, and the continued preparation of Soldiers to meet the Army’s demands.

Fort McCoy’s motto beginning in 2026 is “Training the Total Force and Shaping the Future since 1909.” The installation’s mission: “Fort McCoy strengthens Total Force Readiness by serving as a training center, Mobilization Force Generation Installation, and Strategic Support Area enabling warfighter lethality to deploy, fight, and win our nation’s wars.”

And Fort McCoy’s vision is, “To be the premier training center supporting the most capable, combat-ready, and lethal armed forces.”

Located in the heart of the upper Midwest, Fort McCoy is the only U.S. Army installation in Wisconsin. The installation has provided support and facilities for the field and classroom training of more than 100,000 military personnel from all services nearly every year since 1984.
