Protecting the Foundry: SWOBOSS views housing for Sailors at Pearl Harbor

JOINT BASE PEARL HARBOR-HICKAM-- Vice Adm. Joe Cahill, commander, Naval Surface Force, U.S. Pacific Fleet (CNSP), visited unaccompanied housing at Joint Base Pearl Harbor-Hickam (JBPHH), Sept. 29, 2026.

The visit was to assess quality-of-life programs for Sailors assigned to warships homeported in Pearl Harbor which is in line with the Chief of Naval Operations 'No Sailor Lives Afloat' initiative that ensures Sailors assigned to warships have dedicated shore-based housing when in port.

During the walkthrough, Cahill engaged with regional and base leadership and discussed room assignments, upgrades and the importance of Sailors having a dedicated personal space to decompress. Ensuring quality housing for Sailors underscores efforts to protect the Foundry by treating it as an essential aspect to restore the Navy's core warfighting asset - warfighters.

The group visited living quarters for crew members assigned to Arleigh Burke-class guided-missile destroyers USS Frank E. Petersen Jr. (DDG 121) and USS Michael Murphy (DDG 112).

"Protecting the Foundry by providing Sailors with quality housing ashore when in port is critical—especially for those returning from combat operations. Our people and their resilience remain our enduring warfighting advantage and investing in their quality of life directly sustains their readiness to fight and win," said Cahill.

Frank E. Petersen Jr. returned recently returned to JBPHH following a 10-month deployment supporting combat operations in the U.S. 5th Fleet and operations in 7th Fleet, while Michael Murphy remains deployed supporting operations in the U.S. 5th Fleet.

The Chief of Naval Operations "No Sailor Lives Afloat" initiative is dedicated to enhancing warfighter resilience by ensuring all Sailors assigned to warships and afloat units have access to housing ashore.
